Tank cleaning

Can someone advise on the frequency of filter cleaning, please.
48L tank, it is an interpet external filter with a foam pad and a carbon pad.
I water change 25% each week but green algae is starting to tint the ornaments, what's best for cleaning these? or at least reduce the speed of greening. Last thing is the vacuuming of gravel, is it okay to disturb the gravel? does this harm the bacteria levels, as the chemical process seems very stable.
Tank inhabitants are: 1 male red tuxedo guppy, one metallic yellow guppy (both male), 1 red robin gourami, 5 glowlight tetras. thanks.

Filter i wouldnt clean unless the water starts to only trickle out of the filter also only rinse the sponge in old tank water not sink water. & the gravel just clean when you do the 25% water change and use prime as the water conditioner half of the gravel and for the alge you can clean it with a scrub brush if you reallt want to

Alge is a lovely part of the aquarium process. ;)

Also, I wouldn't clean the filter unless it stops running. There's essential bacteria that grow in filters who would die if you clean it.

Cleaning the gravel isn't going to disturb the cycle.
