sunsun HJ732 filter question

hi guys i have been cycleing my 10 gallon tank(fishless) for 10 days now but around the filter intake its all brown murky goo. my question is should i just leave it or give it a swill in some tank water. the waters stiill going back into the tank ok but it just looks like it blocking on the outside with this stuff and rotting fish flakes which i was told to use to get the cycle going any assists would be great thankyou

If its not doing anything to the flow of the water just leave it.
