i have a 240 litre long tank.

4 angel fish
2 bolivian rams
5 panda corys
15 neon tetras

For the tetras, I would choose one thats a little bigger. For example, Lemon Tetra

Fish numbers are fine, and I agree on the neon tetra risk. The disk-shaped characins make better tankmates for angels, species like Lemon Tetra mentioned, or some of the Rosy clade in Hyphessobrycon such as Black Phantom Tetra, Red Phantom Tetra, Rosy Tetra, Roberts Tetra. Others in this clade are fin nippers so avoid those. Rasbora are also good [not the dwarf species obviously], the Harlequin Rasbora and others. Check the profiles for photos and info.

Angelfish should be kept in a larger group being a shoaling fish of 5 to 6. Also as mentioned as the angels get larger the neon tetras might be considered to be snacks for them. Some people have had success with having the neons added when the angels are small and they grow up together. But it is a risk. You can look to see if there are other tetras that may work better, one of the larger species or one of the ones that have a rounder body shape.

Barb and I posted simultaneous and said much the same thing.

I agree on the angels; I was previously assuming [dangerous to do] that you already had the angels, and adding more to an existing group can be problematic. But if this is still in the planning stage, in a 60g tank (240 litre) I would also recommend 5 angels over 4.
