We need to know the water parameters. Some fish must have soft acidic water, some must have hard basic water, and some will manage in the middle. Knowing the water is necessary to narrow down oiptions with fish. It is much easier and wiser to have fish suited to your water, than to decide on fish and then have to somehow adjust the water parameters which can be done but can be very involved and expensive. My article on this will explain the relationship: http://www.tropicalfishkeeping.com/f...quarium-73276/
Second point, is that filtration depends upon the fish, so it is best to know the intended fish before spending money on filtration. And live plants helps out here too, by filtering the water better. And there are some fish that must have the cover of plants or they will be stressed. So that is why I asked about light for plants.
Most of us learned the hard way--by losing many fish--that all this has to be sorted out before fish are acquired.
