I know Aqua clear as a name brand for a filter. What is the Aqua Clear for, that you are using?
I have not kept peacock cichlids, so do not know if hanging near the top is normal for this type fish. For some fish, that can be a sign of poor water quality. Let us know the results of the test strips.

Firstly, get rid of your test strips. They are unreliable and test results are rarely accurate. Buy a liquid test kit.

is this what you have? Cleanware™ Aqua-Clear Water Conditioner
If so then this Aqua-clear is not a standard water conditioner. It contains extra chemicals that are anti-algae, bacterial, and mold. Moreover, it seems that it was not intended for aquariums but rather science experiments and things like developing film. This is the only product that appeared when i searched for aqua clear conditioner.

Normally its hard to over condition your water when using API stress coat, or Seachem prime. Aim to buy one of those.
