I'm no scientist but I would assume that it works on the same principle as the dog water containers that come with the blue bottle that you fill and turn upside down. It keeps the bowl which is lower than the water column in the bottle full. The atmospheric pressure on the water in the drinking bowl, or in this case the larger fish tank on the bottom, is enough that it keeps the column from dumping its contents and over flowing.
