gonna be setting my 20G back up. new gravel. same heater and 150 biowheel. no live plants this time. i was gonna set it up for a week before adding my fish. is this a decent amount of time before adding a few tigers and a cory? should i wait longer?
and is there a certain spot where i should put my filter? back? (left right middle) or on one of the sides?

Are you using fishless cycling? If so, use pure ammonia, not the fish. If you want to use fish, use some danios or male platies. The fish you mentioned are hardly tolerant of ammonia and nitrites.
