Seachem Matrix

I have a Marineland Penguin 350 with bio wheel in a 60g tank. My nitrites are very high and my nitrates at 10ppm. 0 ammonia. The tank has been this way for weeks. I was thinking of adding Seachem Matrix to possibly help with the cycle. I have several fish in the tank and have ben using Prime and Stability every other day.
Has anyone used Matrix with an HOB filter with some success? If so, where do you put the Matrix and do you use a mesh bag or put it in loose?
