"Sea-weed like" slime issue in 20 gal

Hi all. I have come across a weird problem in my 20 gal community freshwater tank that I have never seen before, and I have had alot of community tanks over the years. I have this seaweed looking stuff growing in my tank, it collects on my plastic plants, on my decorations in the tank, and clogs up my filter. I have taken everything out of the tank and cleaned it, but it came right back in a couple of weeks. Any ideas what this is???
