I think that you are at the point that you could remove and replace. The flourite is not of much use, as reported often by others, and mixing sand over gravel, the gravel will just end up on top (the sand sifts through) unless the sand is deep enough to all sift through and still leave some on top.

So if you can do it now, do it now. Gives you a fresh start at the substrate.
