50! OUCH! I don't think I would even drink the water. You won't have to add them, ever, not unless you add a ton more plants and even then I doubt it. If your plants use 4ppm a day then you could still have levels above 75ppm in your tank at any given time.
I know you have tested them but I would be testing them again and make sure to shake that bottle really good! I would also get them tested by the LFS, the water department and whoever will do it for free. That does not sound right and I don't think it is healthy for you to drink. Test kits can be faulty brand new and nitrates are a pain at times to measure anyway. Get it tested by others and if it is that high I would contact the city to findout why.
If the results are true, I would at least switch to 50:50 tap water and bottled water to keep them down where they need to be. I will try to find some Wisteria for you somewhere. I have some but very little but if I get it to grow faster I will send you some as soon as I can.
