Now I am putting the substrate in. What kind of water should I put on top of it. Just tap water I get from my water faucet and let my filters take care of the rest.

Yup. The only thing you should add to the water is a water dechlorinator, such as AquaSafe. It neutralizes chlorine, chloramine, and heavy metals in your tap water.

You may want to purchase a liquid master test kit to see the conditions of your tap water, and to continue testing before and after you buy fish.

What kind of tank you setting up?
How do you plan on cycling it?

Seaclear 36 gallon bowfront. I am using Aqua Clear Power FIlter 70. With a powerhead and possibly another filter on that.
One more thing should I add the AquaSafe after I put the water in the tank or before. I have to use this substrate soon cause on of the bags is ripped and leaking.
