Persistent Ammonia Spike - Help!

I'm a new fish mom and recently cured my Betta, Kallie, of popeye with Maracyn 2 and have had to totally start over with fresh water. Unfortunately I added him back to the tank before the nitrous cycle was re-established. I'm now fighting spiked ammonia levels - up to 8. I added Ammolock to protect Kallie but it's been almost 4 weeks (3 doses of Ammolock) and daily 10-20% water changes and still no conversion to Nitrite showing. I've even done a 40% water change when the level first really spiked.
I've decreased his feeds to one pellet for b'fast and 2 for dinner.
He has one live plant - that he loves. (I removed all plastic because I think a scratch caused the popeye.)
I've read everything I can find and am totally stumped and worried.
Any suggestions?
