I can't see anything wrong the way your fish moves its mouth.

Is the guy who owns the same fish also in Bend, Oregon? Are his fish still fine despite the hexavalent chromium assuming he's in the same area? I haven't heard from anyone yet about this chemical causing any issues to their fish yet. Honestly, this is the first time I've even discussed this particular chemical which could possibly intoxicate the fish or even increase incidence of cancer among human and animals alike in contact with water.

No, I ordered them from Live Fish Direct in Utah. I know my friend in the water district has some goldfish and they seem to do fine. I've noticed the fish will start out doing this a liitle more frequently, and soon it looks like they are turning their mouth inside out, spitting out food, and turning pale. I'll get another video once it gets bad.
I wonder if it could be related to the chromium....

oh my gosh I am so stupid!!! I think they are bloating! I had read up about it before, but the pictures just didn't look the same. But now that I read the symptoms they are exactly the same. Sorry!
