2 Penguin 350 filters in a 90 gallon should be more than enough and the airation should be fine. I would be more concerned with possible ammonia, nitrites and too much nitrates. If all of these are fine then I would worry about the temperature being too high and limiting oxygenation. If it isn't any of them then I would be looking for some sort of red gills and/or a parasite on the gills that is hurting the Bichir.

What are your water parameters? Water level should be 2-3 inches from the tank's rim as bichirs do gulp air from the surface from time to time allowing them to survive even in oxygen-deficient areas. Gasping very hard though is a different story and I would be concern about it.

the water is a lil low so its sittin about 2 inchs below the black frame on the top of the tank, so he can gulp air.

It sounds to me like a problem with your water parameters. If you could post them it would be a help. When you test you want 0 amonia, 0 nitrite and nitrate should be lowish, under 40 would be just perfect. If they are not as I just mentioned, do a PWC immediately and monitor closely until they are as they should be. a PWC daily will sort the problem out until they are correct.

It's odd that everything is at 0. Is the tank fully cycled? Sounds to me that it hasn't cycled yet.

ok, next questions. How long has the tank been set up? Also, is there any of sign of stress like color fading or eyes looking glassy, anything out of the ordinary?
