6 zebrafish. 5 Glassfish, 2 palettciklides, 2 ancitrust, 2 small eals, 1 algie eater and she would like to either get a few neons or Cardinals but she isnt sure if they would work.. I would really like some help on this

I've kept cardinals before. If the tank is very established they do fine. They are pretty sensitive. I would not keep less than 6 of them, preferably 8-10. I don't know about compatibility with your other fish though. I've not kept them with those species before.
I've always preferred cardinals to neons though

I would not recommend either neon or cardinal tetra with what you have in a 30g tank. The cichlids are presumably Pelvicachromis pulcher, the kribensis, and these attain 4 inches and if a pair will spawn and can be "rough" at such times. They may eat small fish. Not sure about the "eels" without knowing their scientific name.

No mention is made of water parameters (hardness, pH) and cardinals as mentioned by previous member are sensitive and not suited to hard basic water. Neons are now tank raised and fare better in such water but still not as well as they will in soft water. Fish that match your water parameters will be much healthier in a community.

Byron.
