Question is my tank cycled?

i have had my tank for a week now and its been a while since i have cycled a tank. i siphoned some water from my established tank into the new tank and i put the dirty filter cartridge into the new filter. i put in three guppies and a swordtail and nothing has died or even looked sick. i want to add some nicer fish but i dont want it to die because my water is not cycled

Could be, might be, but, need your water parameter numbers for the real answer.
Ammonia?
Nitrite?
Nitrate?

Nope - even with bio-seed (and water does not help), a tank will need 3 to 6 weeks in order to achieve a stable N2 cycle and 3 - 6 months before it's established.
If you have an established tank, add a sack of gravel, add if possible some floating plants and wait at least 3-6 weeks before adding any more fish. Test the water and/or get an ammonia monitor and/or watch for signs of stress in your fish that may likely signal an ammonia spike. If this happens, do a 50% water change.
