is my tank cycled??

i have a 240 litres tank

i have been cyling it for 4 weeks now with pure ammonia.
ive been adding 10ml of ammonia to bring it to 4ppm then when it gets down to 0 ive been bringing it back up to 4 again and so on.
now when i add the 4ppm ammonia both ammonia and nitrite have spiked to full and are back to 0 in 24hrs and i have high nitrates.
this has been the case for the last week.does it mean ive cycled or do the ammonia and nitrite need to get down to 0 in less time???

Try adding half the amount of ammonia and see if ammonia and nitrites are zero after 12 hours.
If so,, then I should think the tank is cycled.
I would suggest a 60 to 70 percent water change before adding fish to lower nitrAtes to somewhere around 20 ppm or less.

If ammonia and nitrites are back to zero in 24 hours from 4ppm...your tank is cycled. Do a water change to get nitrates to a proper level and start adding fish.
