Im started cycling a tank with about 75% of the media from the past filter to speed up the cycle. For the past few days I have replaced all the filter media and all but about 50% of the previous biological filter sponges. Now my ammonia levels peaked on the second day but today(day 3) all of my ammonia and nitrites are gone, and my nitrate levels are pretty high-40 ppm and rising. Is this right? If so can i transfer my fish over after nitrates leave?

Test your water parameters for a few days. If you keep getting the same results, then do a water change to get the nitrates below 40 ppm and you can transfer the fish.
