Its possible with a big enough pond, good enough water quality and some quality food. Kept in a tank they will not get that big, maybe 16-18"ish. But IMO common/comet goldfish are pond fish and don't really belong in tanks. Fancy goldfish don't get nearly as large your looking at 5-10"ish depending on what kind.
BTW I noticed where you are located. Minnesota has one of the largest aquarium societies, they have monthly meeting in the metro area as well as auctions and fish shows
