Well first off, you will have more troubles with the Angles going for the Neons than the Gouramis going for the Neons.
As to your question...
Sand is often used when you have fish that like to burrow and/or stay on the bottom and forage (IE, cories, loaches, eels). Sometimes looks better, and can be easier to clean. The cons though, is that you need to have something stirring it. This means either yourself, or a common snail, Malyasian Trumpet Snails. Another con is that it can be kicked up very easily and ruin filters.
As to gravel... it comes in a more variety of colors, it is better for plants IMO, doesn't have to be stirred, and cannot be kicked up. It can be a bit harder to clean, and can damage soft-skinned burrowers.
I say it is all up to what you do with the tank.
