Heavily filtered yes, however with that many fish in that little water you're still chancing a fast and powerful ammonia spike if things go south in it.

Just the waste or poo from that many fish in a ten gal would in my view , necessitate daily one to two gal water changes.

The most important medication in your fish medicine cabinet is.. Clean water.

That term is misleading. There are many contagious diseases around. A few you can mention are gill flukes, ich, columnaris and camallanus worms.
