making shelves for the tank floor

I think it would look really nice to put some layered shelves on the tank floor. My idea is maybe 3-4 gradually smaller layers in the back corners. How would styrofoam do in the water? Any negatives effects? Also, brings up the painting question again. Would like be safe to paint or could that poison my fish? THANKS

Non-toxic epoxy paint will be fine but anything else would poison them as far as I can think of. The only thing with the epoxy is that IO couldn't find it ANYWHERE when I was looking for it a while back. It doesn't seem to be very easy to come across.
