Lighting for my 55 gal freshwater tank

Ok Guys I Was told I needed a better lighting system for my plants. I bought a light today. Its a Nova Extreme. It has two lamps, one is 10000k T5ho Full spectrum. the other is a T5ho It puts out a bright pinkish color light. I bought this from a church auction for 40 dollars. Your thoughts as to the quality of this light and if will help my plants would be very helpful.

PS: It has a fan that appears to run even when the light is off. Is this normal ?

Does it stays running all the time or does it stops after a while?
If it stops after a while I my opinion it should be normal, because it stays running for a while until the lights cool off, if it stays running always maybe it's the way it is hooked up
I'm new here just trying give you idea what could be happening

sounds like that should be pretty good for a wide variety of plants, may be a little too bright though, but to tell you for sure or not what plants do you have and how many inches deep is ur tank????
