Java Moss

Would it be a good idea to plant loads of Java Moss in a tank i like the look but what about cleaning is it a good idea and the tank as only been going for about 3 weeks

When you say "cleaning" are you referring to cleaning the tank or the Java moss?
Its not going to make a difference on how you clean the tank. You can still do water changes and cleaning the glass. Also you can add plants to a tank at any stage of the of the tank. Will this be the only plant you will have or do you have others?

I have got a few plants but i have been told the more plants the less nitros i will have so i am thinking plant it will moss some the bits of food that go to the bottom can land on the moss

Well yes the more plants you have the more they can help with water parameters but this also depends on how many fish you have in your tank verses plants.. I have Java moss in my tank on two pieces of driftwood and I very rarely have to siphon food out of it but my fish and snails eat just about everything that they can find. If you find that there is food being left in the tank be it on the substrate Java moss or anywhere for too long it would be a good idea to siphon it out. When I do water changes I usually don't siphon my gravel but from time to time I will siphon the moss as I see "stuff" in it.
