How to safely clean inside a tank?

I had firebelly toads water sitting in an aquarium for monthes and their toxic, and its dirty from sitting and drying up, so I was wondering whats the safest way to clean it?
Soap? And if I put soap in it, do I just rinse it out and wipe it down with a towel or sometimes to completely get everything off?
Hope somebody knows lol

First one for me (ie. biological toxic waste (lol) in a tank).
IMHO forget the soap concept.

First
If it is glass use table salt and water to clean the glass and/or other surfaces of the tank.

Second
Fill the tank with water (warm is preferable but not absolutely necessary) and enough Chlorox to generate a mild chlorine solution (you can smell the chlorine but the "aroma" will not "knock you down").
Stir the mild chlorine solution in the tank occasionally for a day.
Evacuate the tank.

Third
Repeat Second.

Forth
Rinse the tank thoroughly, add water and dechlorinator and begin cycling the tank.
