You could do two ABF in a 38 gallon, yes! I've had two in my 55 and as long as you make sure they both are getting fed, they should do fine. Make sure you have some surface cover for them as well. They are some of my all time favorite fish!
As for the website you talked about, that's all news to me! I think I'll start checking out both of those websites. haha =)

55 gallon
Paracheirodon innesi - neon tetras
Pantodon buchholzi - African butterfly fish
Hoplosternum littorale - hoplo catfish
Erpetoichtys calabaricus - ropefish
??? - spiny eel
Bunocephalus cf. coracoideus - banjo catfish

Pomacea bridgesii - apple snail

Also would i be okay with rams in the tank or would ther be conflict. The rams hang out near the bottom but I'm sure the can find a way to bullie a surface dweller

Rams are usually a really peaceful cichlid, so I wouldn't think they would harm your ABF. I think they'll do well together. =) Just keep an eye on them.
