How many in a 10 gallon tank.

Hello,

So I have a 10 gallon tank, and I used to have 1 male betta, and 6 Otos. my betta died earlier this year, and I want to make my tank a community tank now.

I have some fish in mind, but to not make it a crowded tank, I don't know how many I can put in my tank.

I know that the rule of thumb is 1" of fish per 1 gallon, but an Oto grows to about 2", they are schooling fish, and they pretty much hug one corner of my tank, but with having 6, that means they equal 12 gallons, but they don't swim around, so what does that mean?

Am I not allowed to have more fish because I'm already pushing it with 6 otos?

For me, I don't like that rule... Otos have a pretty low bio-load, so I think that 6 otos could work well with another school of fish...

embers?
micro rasboras?
neons?
cardinals?

Say 6 - 10 of one speices them would look nice and keep the bioload low as well... Even adding shrimp would be a nice addition.
