How long should I wait?

I bought a 10-gallon aquarium this afternoon for my unfortunately aggressive betta. I've set it up with stress-coat, aquarium salt, filter, and heater...the works. What is the shortest amount of time I should cycle the aquarium before I can safely put the betta and some neon tetras in?

The time cycling ends will vary. There is no specific time for that. Just make sure you have zero ammonia and nitrites and detectable nitrates which will indicate tank has cycled.

When I had to move my betta I grabbed some gravel with bacteria on it from an established tank (if you have one) and then added some treated water to a 5 gallon tank and put the betta straight in. I tracked it with water checks and nitrites were always zero and nitrates were below 20 ppm.

i would say to use as much as you can of gravel,plants,rocks and water which you have already used in an old tank.
then if there is no ammonia and no nitrites and nitrates are below 40, then you can put some fish in.
