All of the plants in our plant profiles will manage fine with the number of fluorescent tubes that you have but you will probably need to get good tubes as kitten and others have mentioned. Full spectrum, sometimes called daylight, with a kelvin rating of 6500K or around that is excellent. You can buy these at hardware stores, made by GE, Phillips, Sylvania. Measure the tubes you have, end to end excluding the prongs, that is the tube size, and buy that size in 6500K tubes (6000-7000K range).
Gravel is perfectly adeuqate for plants. Liquid fert like Seachem's Flourish Comprehensive Supplement for the Planted Aquarium will be needed.
