Cycle or aquarium salt will not help in this situation. The AquaSafe neutralizes the chlorine and heavy metals in the water, which cycle or salt will not do.

You can let the water sit out for 12-24 hours to let the chlorine evaporate. If you can still smell chlorine, don't use it yet. This only works if your area is using chlorine in the water supply. Many places are switching to chloramine, which does not evaporate. If your area is using chloramine, then letting it sit out will not help, and the only thing to do is to use a water conditioner. You can probably do a google search using keywords such as: your city, or your county and water supply or chlorine and water supply or chloamine and water supply or some variation.

Do you know someone who has a tank who might let you borrow a dose until you can get some more?

I think Cycle will help wuth your ammonia and nitrates. I would suck it up and get something for the clorine and do a water change. Sorry
