Green spotted puffers do have that blue in their eyes. These are aggressive fish, and in groups especially will be more aggressive. You need to consider having a large tank for these puffers, as time goes on, and also need to go brackish. You may want to join anotehr site call The Puffer forum to learn as much as you can. There aren't many people on this site who keep GSP's.
