You need a thermometer, gravel for the bottom of the tank, plants (artificial or real - if you get real plants, you'll also need plant fertilizer), food for your fish, fish nets to transfer your fish, equipment to change your water - a gravel vac, bucket, jug.
Although you could get an aquarium shop to test your water for you, it is much easier to have your own test kit(s) for testing ammonia, nitrite and nitrate while your tank is being established.
A background for the tank also improves the look of the tank.
