According to the info on their site:
Jungle Laboratories Corporation

this product is basically a water conditioner. Some aquarists will have issues over the allantoin skin stuff, but otherwise it seems OK as a conditioner. No idea about the blue aspect, no conditioner I have ever used discolours the water.

Tetra SafeStart is a biological supplement, and a good one, but not what you seem to be looking for--I assume you want a normal water conditioner. There are many on the market; most as a basic will detoxify chlorine, chloramine and heavy metals, and that is all you probably need, unless you have ammonia, nitrite or nitrate in your tap water.

The aquarist is one who must learn the ways of the biologist, the chemist, and the veterinarian. [unknown source]

Something we all need to remember: The fish you've acquired was quite happy not being owned by you, minding its own business. If you’re going to take it under your wing then you’re responsible for it. Every aspect of its life is under your control, from water quality and temperature to swimming space. [Nathan Hill in PFK]

I use a lot of the tankbuddies things for my tanks. At Walmart there is one that helps keep your pH at a steady 7.0 and clears off all ammonia for up to 3 weeks. They also make alkaseltzer looking tabs for meds to fight funcus, ich, parasites, and more. The ones at Walmart are competative with the Jungle brand, but not the same exact one, however they are the ones I use...each box is less than $4 and works wonderfully! My bff and I both use them almost exclusively...also use some API products.

The stuff works great, but it does NOT turn water blue.
