I have harlequin rasboras, they are quite colourful, very fast when they need to be and have not picked on any of the other fish or shrimp, all in all good fish to have.

I've kept Harlequin's before. They are active enough, but not as much as some fish like danios. Thing is, once they are content in their environment they will school rather loosely. So if you want a tight schooling group you may reconsider for something else. They are impressive when you have a large group though. They never bother other fish or nip fins either.
