Sounds like green spot algae to me. If I were in your position, I would only scrape it off the front glass and clean it off the live plant leaves. If your oto is eating it, then it's likely a really important food source for him so removing it all may starve him. That is, unless you have him eating other stuff. Mine personally seemed to only eat algae and veggies; they wouldn't even touch algae wafers, let alone flake.

I put a wafer in and some flakes sometimes but i dont think the oto eats it though. I think the oto is eating some brown algae that comes up, dying leaves, and the green algae stuff. The shrimps eat eveything else inlcluding te green algae stuff

its still growing al over the tank and is covering the glass to where i can hardly see.
