A few questions first...

How big is the tank?
Is that all you feed them?
What are your exact water parameters?
How often do you do water changes, and how much do you take out?

ITS A 55GAL. I ALSO FEED THEM FLAKE AND BLOOD WORMS...I TESTED MY WATER AND NOTICED THAT MY LEVELS WERE EXTREMELY HIGH...I REDUCED MY FEEDING FROM TWICE A DAY TO ONCE EVERY OTHER DAY....I DO A 10% WATER CHANGE EVERY WEEK USUALLY OR A 25% CHANGE ONCE A MONTH. THE LEVELS ARE BACK TO NORMAL I JUST WANTED TO GO BUY SO MORE FISH BUT I WASNT SURE IF THE SHRIMP WOULD RAISE THE LEVELS AGAIN.

I suppose they could if any are laying around and decomposing. Try it without the shrimp and see what happens. The blood worms could also raise the bacteria level, I've found them to be very messy both going in and coming out! :o

If the fish are messy eaters could it be that little bits of shrimp are lying about and decomposing which is causing the rise?
