Fishless Cyle - pure ammonia, do I add more?

Ok so it has been about 2 weeks since I started a fishless cycle using pure ammonia. I have only put in the ammonia once and have been waiting for all the bacteria to grow. The ammonia is getting low now, about .25 ppm, the nitrites are increasing of course, and a little bit of nitrates have accumulated. So the question is, where do I go from here? Do I wait for the ammonia level to go to zero and then add more? Or do I just let it stay at zero (not add any more ammonia) and wait for the nitrites to turn into nitrates? I am not sure if I keep feeding the nitrite bacteria or not. Also, if I am suppose to continue adding more ammonia, when do I know the cycle is done?
