I was wondering what type of submersible filter i can put into the water without needing an air pump aswell??? i have a 29 gallon tropical tank

yes, this type of thing doesn't need an air pump to run. Internal Aquarium Filteration

i was talking about would it provide oxygen to where i wouldnt need an air pump???

Yes. The air pump doesn't add oxygen - it stirs up the surface. The filter will disturb the surface as well (the one I linked to has different attachments which have different levels of agitation). (Even if your surface is not disturbed, you will still be getting oxygen exchange - having your surface disturbed just makes it quicker).
