I would wait for some one more experienced to chime in, but my gut instinct would say no. I think that they would definitely pick on each other. From what I have read on puffers they are best off on their own. My Gf's puffer (not sure what kind it is) killed everything else she ever put in the tank with it. It was a 30g Hex. It ate frogs, tetras, barbs, are probably some other stuff I don't know about.
On the cichlid side, they tend to be territorial and would probably nip at the puffer which may cause it to puff up, which as cool as that looks, I have actually heard is quite stressful and unhealthy for the fish.
