Does this count as a water conditioner?

I have these two... NovAqua plus ones just a water conditioner with vitamins n stuff. But I don't know if I have enough for another dose. It came with this stuff same brand... Remove nitrate, nitrite, ammonia, chlorine & chloramines... Does this mean it detoxifies tap water too?

And just before you laid dead weight upon its shores, I stung you in the face for that's the nature of my core.

Let me begin by defining water conditioners. A water conditioner is any product, powder(solid or resin) or solution that removes chemicals or changes the composition of the water. An example of each would be Chlorine/chloromine removers and items such as softener pillows.

In answer to your question, yes, sort of. It detoxifies the water as to removing those items listed. It does not, however, remove metals or other contaminates that may harm your fish. Nor does it raise or lower pH. There is no single product on the market that completely removes harmful chemicals and truly conditions water that I am aware of.
