Is the cycling happening?

Yesterday I set up my new 10g tank and added 5 drops of ammonia according to the cycling guide. It has been over 24 hours and I just tested the water got the following results.

0 ppm Ammonia
0.25 ppm Nitrite
5 ppm Nitrate

Should I add another 5 drops of ammonia and test again tomorrow? And also does it seem safe to add 1 Betta on sunday?

Also what do you guys think of these bulbs?

It seems like the cycle is in process, however that seems strange that its already underway. Keep dosing with the ammonia until you can put it in and within 24 hours the ammonia level has dropped to zero. Also you should wait until the nitrites level is at 0. The lights however, im not sure how well it would work. Let me be the first to tell you that adequate lighting is an absolute necessity in a planted aqaurium, as I just had to buy a new fixture. And as for the betta, as long as your tests go well, it should be fine.

I added more drops last night after I tested the water so I guess I'll see what the readings are tonight.

When I went to my LFS to pick up my plants the guy recommended me to get some low light plants. One is a java fern and the names of the other two escape me. One came in a pot though and it is naturally brownish color.

I honestly don't have a huge amount of experiance with plants, so if you have a reputable LFS, I would give it a go.
