Converting a saltwater tank to a freshwater tank

Hello. I have a lead on a nice sized tank. I am supposed to be looking at it tomorrow. The guy said the previous owner kept saltwater in it as far as he knows. It is a bare tank (no decorations, filters, etc.), I will be supplying everything else new. I know to scrub, scrub, scrub, then scrub some more. And i know to use a vinegar and water mix, right? Is there any certain mixture i should use? Anything special about the vinegar to look for or is it all the same? Is there anything else to watch for? Does the Silicone soak up anything that will be harmful to the freshwater aquarium?

how big is this tank? if its over like.. 55 gallons i think the salt concentration would be so miniscule that it wouldnt matter. A salinity test probably wont pick up the trace salt. You could set up the tank, cycle and do water-changes throughout the cycle to lower the conentration even more but i doubt theres a way to make it 100% salt free.
