Is this considered safe for my new 25 gallon?

My current levels are DRASTICALLY different today. I've had it up for about 2 weeks now and I must say, I'm quite pleased.
Ammonia: 0-0.25 PPM, I can't really tell if it's yellow or lime green-yellow
Nitrites: 1 PPM
Nitrates: 40 PPM.
I know that the Nitrites and Nitrates are a little on the high side, but honestly, I'm not worried. I know my catfish would be fine, I've had them for almost 2 years now, through cycling and deaths and what not and I've managed to not murder them.

IT CAN BE TIME FOR FISHY IN TANK BIG NOW!?
