changing from freshwater to saltwater

I just today bought a 29 gallon biocube on craigslist. The man i bought it from used it as a saltwater aquarium, I want to make it a freshwater aquarium. Will this jack up the water levels?

Give the tank a good cleaning with a vinegar/water solution, and rinse well.

Not sure if you are also meaning non-tank stuff; obviously the substrate and filter media should be discarded (may be unwanted "things" anyway), and any decor will not likely be suitable.
