You can use either old tank water or new conditioned water to clean your filter cartridge as long as the new water has been treated with a water conditioner. The point being, you don't want to rinse your filter cartridge under the tap because the bacteria will be harmed by the chlorine.

150 Gallon - Mostly American Cichlids
135 Gallon - Angelfish Community
75 Gallon - Odd couple (Polleni/Angelfish)
55 Gallon - African tank
20 Gallon Long - QT
10 Gallon - Empty

i know that. I was just wondering if there was really any reason why it had to be old water as opposed to new water.

I can easily make new water "fish safe". having to mess with old water is just a pain

You can use new water if you want to. I don't because I don't want to waste the decholorinator on a bucket of water I'll be knocking gunk and garbage off in. Better to use the old water that's about to go flying out the door.
