Brown 'stains' on aquariums at the water line

Not really sure what it is.. I tried to scrub it with a cloth that I usually use, but it didn't do anything. When I tough it with my hand, it feels slightly rough compared to the glass, but just barely noticable.

Any idea how I could remove it without completely redoing the tank?

I'd drain the tank half way then take a scrapper to it, even if it falls in the water I doubt it will hurt the fish since its already been on the tank.
