I would do it in reverse. Place the six fish in the larger (44g) tank, and when you have a pair move them to the 20g.

Depending upon how long it takes for a pair to form, the 6 fish growing in the 20g might be affected by the space.

The possible issue here is adding new angels to an existing group. That sometimes causes trouble.

If I move stuff around when i add them would that help terratory wise? How would the 20g affect the 6?

The territory issue is a 50/50 maybe, sometimes it works, sometimes not. If any of the present angels in the tank are dominant, they will not welcome intruders into their space, and with angelfish the entire tank is their personal space.

Obviously six 1-inch angelfish in a 20g is not going to cause problems, but fish grow and they need physical space according to their stage of development plus the even more important aspect of water quality. Both aspects affect the fish's development from early on. And growth in young fish is--or should be--fast. Which is why I said previously that without knowing how long a pair might take to form, they could develop past the point at which the 20g becomes detrimental to their development. When this happens we term it stunting; the internal organs continue to develop normally, but the physical body cannot, and deformity, damage to vital organs, etc results.
