I think the "fuzzy stuff" is a photographic effect, not something in his tank.
Nevertheless, it is hard to tell exactly what the black stuff is since it's small and somewhat out of focus. Maybe it's the tiny beginnings of beard algae?
Any chance you can take a clearer shot with a camera of these rocks there? The rocks look like they're beginning to have brown algae grow on them, but too blurry to tell really..
If you can't get pictures, googel image results for black beard algae see if that's like what you have? Does the stuff "fly off" easily when you wave your hand over it? Or is it attached like a lil plant almost?
Then it aint black beard....That is SOME type of debris matter....Filter particles? Any plastic decor falling apart? Leaf litter from fine plants?
Give it you all: What's all in this tank that could break down, loosen up etc and look like this???
