Black algae

After getting rid of green algae (with "Algaequel") some time ago, my 29 gallon freshwater tank has developed a "black algae." I've attached a photo and this growth s most visble in the two red outlined areas. The tank is fully cycled. I have tried an algae remover on this black stuff but to no avail...and it's attaching itself to the gravel, plastic plants, and rocks. Anyone have any idea of what it is and how to get rid of it? Is it possible that it's a bacteria of some sort and not an algae? Thanks...

I'm ready for the pressure.
The drama and the pleasure!
If there is one thing I want to see here, it's HUMOR.
I believe I can fly!
I believe I can touch the sky!
I think about it every night and day!
I stand in awe of my body.
